GIMP menus show the hot

Macbook Pro, Sierra 10.12.6, GIMP 2.8.20.  I want hot-keys.  I hear IOS may not pass on all control keys, so have tried very simple hotkeys - e.g. SHIFT-J for the image menu.  Nothing works, but my short-cuts are visible when I click on the menu!

If I press SHIFT-J,  GIMP will show its "scale" dialog box - found this by accident.  Why won't it accept mine?
