Cannot upload photos from iTunes to iphone

iTunes cannot upload some of the photos into my other device (iphone and iPad)! After I upgrade my iMac into Sierra. My iMac is late 2009, both my iPhone and a pad is in iOS 10.3.3! But it didn't happen when I was in old version.
