Problems creating aggregate audio device in Aud...

I have a late 2014 Mac mini running 10.12.4 and GarageBand 10.1.3.

I am building a podcasting setup and all is going well except for the two-mic input.

Following Apple's directions found here, I created an aggregate audio device. Here's a screenshot of the Audio MIDI Setup window with the settings.

I have two identical USB pics running into the USB ports of the mini. I've tested the USB cables, the mics, and the ports, so the problem isn't the hardware.

I believe the problem is in Audio MIDI Setup, but I can't figure out what I'm doing wrong. Whichever mic gets plugged in first sounds normal in the aggregate audio device; the mic plugged in second doesn't work at all. Each mic separately sounds perfect.

How do I convince Audio MIDI Setup that I actually do want to use both mics at once? What am I doing wrong?
