My Contacts App keeps adding multiple versions ...

My Contacts App keeps adding multiple versions of a contact, each time inserting "amp;" into the contact's name. 

Eventually the contact's name becomes: Carney& amp;amp;amp;amp;amp;amp;amp;amp;amp;#39;s Tavern.  (This is the 26th of a series of unintentionally added contact copies.)

Deleting the contacts does not help:  They reappear.

There is no number 39 in the original contact.  It does not contain a first nor last name, only a company name, "Carney's Tavern", a phone number, and an address.  The duplicate contacts appear across an iMac (OS 10.12.6), iPhone (IOS 10.3.3), iPad2 (IOS 9.3.5) and  iPad Mini 4 (WiFi and Cellular, IOS 10.3.3).

I should also note that syncing of contacts across these devices is imperfect, though I have not yet figured out any pattern or reason for this.
