Error 2324 when installing/updating iTunes12.7

• iTunes folder on C: drive couldn't be opened.  I tried changing permissions, but it won't allow me.  I'm using an admin account
  • The directory couldn't be deleted as well, even when I tried using the command line
• I have tried installing on another drive, but that didn't work as well
• I ran CCleaner for any registry errors.
• I uninstalled every Apple software on my PC.
• I'm currently running an antivirus scan, just in case.
• I tried uninstalling iTunes, but succeeded only when I ran Windows's troubleshooter

• CPU: Core i5-6500
• GPU: Zotac GTX 1060
• RAM: 16GB
• OS: Windows 10 1703
