Entire iCloud Photo Library shared with Family?

With iOS 11, I have shared my 2TB of iCloud space with my wife who is a part of my Family Sharing. While she is now using the same storage as me, our iCloud Photo Libraries remain separate. Is there a way to share the entire library between us rather than sending individual photos to a “Family” shared album?  

I can access any Photo we have ever taken on my iPhone... so why can’t my wife as well?

No, only the Family Album is shared.
