When I try to get on app store, I get "You must verify your payment info before you can make purchases." I can't get to the app store at all.

Have you done, have you followed the prompts and logged in and re-entered your payment details ? If you have, have you tried logging out and back into the account on the phone ?

I can't get no apps I go to fill in all my Details it come up that I need to go to iTunes website

Do you mean that you are getting a message to contact iTunes Support ? If you are have you done so ? If not you should do so : https://www.apple.com/support/itunes/ww

This is what happens to me.  Then it doesn't give me anywhere to put in the code.
