Cannot add cards back to apple pay after restor...
I had all my cards on apple pay until yesterday. But yesterday I thought to restore my phone as new and since after doing that I can't add any cards back to the apple pay. When I enter all the information, It says verifying and then displays a message that says "Card could not be added. Please try again later or contact the card issuer for more information."

i just tried to add a card to Apple pay and it worked. Seems like apple fixed the issue. so I recommend you all to try to add a card to your passbook and see if it's working. I refused to get a replacement for my device with a refurbished phone because I strongly believed that its an issue with apple not my device. Finally they fixed it. every try adding a card and let me know.
Same exact issue for me. I spent hours on the phone with various tech support reps at Apple and a couple of banks, with no success. Repeated efforts to restore and back up, again no success. Very frustrating. Only small consolation is seeing that I am not alone
I did the same exact things too. I've contacted Apple tech and banks too. They all don't have any clue on what's happening. I'm guessing it's a bug on iOS. Hope they'll fix it by next update.
I sat on the phone with Apple Technical Support for 2 hours 25 minutes last night trying to figure this thing out. I, too, did a factory reset (at the recommendation of Apple due to a battery life problem I was having) and after both a restore from an iCloud backup and a reset "as new" I still cannot add my cards back to Apple Pay. I even tried adding a card that was not originally in my Apple Pay wallet to no avail.
They did a screen share session with me and downloaded a bunch of logs from my computer (Mac Mini with OSX Yosemite) after trying to perform a restore through iTunes. I was told they'd get back with me in a few days but to also be prepared to be issued a new phone.
I don't claim to know the internals of all the "connected" services Apple incorporates...iCloud, iMessage, iTunes, Passbook (including Apple Pay), but if I were a betting man, I'd assume this has something to do with one system not talking to another, and somewhere somehow our cards have not been deleted from the "master" system, and Apple Pay sees this as adding the same card twice, or in the event you used all 8 available slots, adding a 9th card and being rejected because your limit has been reached.
FYI, I only received one email from American Express notifying me that my card had been removed from the Apple Pay service after I performed the factory reset on my phone.
Also, as an added note, has anyone ever seen where you are asked to add the card you currently have on file for iTunes and App Store purchases as your first Apple Pay card? Supposedly, you are supposed to be able to just enter the 3 digit security code, and it is automatically added to your Apple Pay wallet. I have never been provided this option, even though my card on file is my Wells Fargo checking account debit card...an approved card for the Apple Pay service.
I will report back if Apple Tech support comes back with any positive insight into this debacle...
I also guess it's something related to Apple's servers or a bug in iOS 8.1.2.

Im having the issue as well, However mine didnt result from doing a restore. I deleted my icloud account due to some syning issues i was having. After logging back into icloud on my phone I was unable to add any cards to apple pay.
I then did a dfu mode restore and attempted to set my iphone up as new (not using my backup info) and i wasnt able to add any cards that way either.
Im also on 8.1.2
I would suggest everybody call Apple and report this. So that they can find out the cause of this issue.
I am also having this issue, even downgraded back to iOS 8.1.1 and the issue remained. I signed out of iCloud and all the cards were removed.
I was unable to add the card to Apple Pay when I signed in with a new iCloud account, so must have something to do with the card, not just the account.
Also tried adding on another iOS device using a new iCloud account, issue remained so it's not device specific.
Apple is supposed to be updating me tomorrow. They captured crash logs from my Mac Mini and "stacked shots" in hopes of determining the root cause of these issues. Not sure why we had to capture embedded information from my computer to determine the cause of an iOS failure, but whatever...
Doesn't Apple monitor these threads? I'm surprised an administrator hasn't chimed in yet.
I am having the same issue, I restored from back up and now I can't add my cards back in. Anyone else figure this out yet?
This same thing is happening to me too. I had to restore my phone because I got ATT to unlock it and the restore erased all my cards. When I logged back it it asked me if I wanted to add the credit card linked to my iTunes to my passbook. I said yes and it added it. I went through the verification process and got an email from my bank saying it was verified. However whenever you opened passbook it said it was still verifying and the card wouldn't work. So I deleted it thinking something must have gone wrong, but now I can't add any cards to my passbook. I've restored from two different backups, downgraded to iOS 8.1.1, done a complete erase with no restore to simulate a clean phone, reset network settings, reset all settings and all of those have done nothing. I get the same error overtime trying to load any card in from any bank. Extremely frustrating. It was all working great until I had to restore my phone and now I can't get any cards to go in.
You must REMOVE your Card before you can Add it back.
WiseJD, I don't believe it to be that simple, so please elaborate...
All cards are AUTOMATICALLY removed from Apple Pay when performing a factory reset. I know this to be true because shortly after performing the reset on my phone I received an email from American Express informing me that my card had indeed been removed. I also called Chase to see if this was an issue on their end, and they too confirmed that my three cards with them were no longer coupled to Apple Pay.
During my technical support session with Apple, the representative agreed that a factory reset, even if restoring after the fact from an iCloud backup or an iTunes backup, will require that certain features be reconfigured...i.e. Bluetooth pairing, thumbprint, WiFi (in some cases), and most definitely Apple Pay. They remove the cards automatically upon a factory reset due to security reasons. For instance, what if I lost my phone or it was stolen? The "finder" would then still have access to all of my Apple Pay cards. Granted, they would still need to provide the thumbprint for confirmation, but are you willing to take that chance? Do you think Apple is?
I'm not sure we are talking about the same scenario, but if I'm wrong, please elaborate on your specific process in adding your cards back after a factory reset. We all just want this feature back...that's all.
I agree with Jdavismcclung - I was on call with Apple for almost 2 hours last night and they checked by iCloud account to see if the cards were in there and they were removed from there as well. I also received notification from Bank of America when I restored it and when it was removed from Apple Pay. Apple Support is suppose to reach out to me again today to see if it worked, it didn't work this morning.
