Music syncs to iPad but not iPhone

I restarted using Apple Music a few weeks ago after months of not using it (so the trial had expired), and for some reason, adding albums via iTunes on my iMac results in my iPad Pro getting updated within seconds over the air, but my iPhone 7+ doesn't get the update, over the air, via iTunes sync, killing and restarting Apple Music, rebooting the device, or anything else I can try.

I am using iTunes 12.7.0 and IOS 11 on iPad and iPhone. Both have the same iCloud settings etc., are on the same WIFI and user account, and are sitting inches apart.

A short-term fix from Apple Support: I can get the iPhone to sync by turning off iCloud Music Library on the iPhone, then turn it back on -- which then syncs the songs and playlists etc., but deletes all the downloads (for offline playback).

Anyone else have this issue? Anyone have a fix?
