can i have 2 iTunes store ids on one credit card?

have a friend in assisted living. hope to set her up with my old 4s. want to get whatsapp for her so she can call anyone. it almost worked when i reset it and used her name and a new email, but it demanded a cc. i only have one cc.

i separated her iCloud and FaceTime  but when i downloaded an app on the 4s, it downloaded on my phone too. that's why i need two ids.  if i get whatsapp for her...even with different # for her phone...that same app will be in my domain, so i can't get a separate one.
