ios 5.1 recovery key

I have an old iPad running iOS 5.1.1 (won't update software beyond that, its old) and I've changed my iCloud password when I got iPhone 7. Now when trying to sign into iCloud on old iPad it asks for username and password and then for a 12 digit or letter, recovery key that is used to verify identity when I do not have access to a trusted device. I have no idea what this key is or how to reset it and it won't generate a code like the two step verification on iPhone 7. Please help?

Since you use the expression 'Recovery Key' this leads me to assume that you have set up two-step verification (not two-step authentication) on your Apple ID. This security measure requires you to have two of three things when you sign into anything using your Apple ID (such as iCloud) for the first time on any device. These three things are, your password, your 'trusted device' to which a code can be sent', and the 'Recovery Key' which you were given when you started two-step verification and told to keep safe: it's intended for use in the event you lose either your password or your trusted device and you were warned that if you lose two of these three things, Apple cannot help you. (It's not a question of refusing to, they don't have the information to help you).

 

If you have permanently lost your trusted device and don't have the Recovery Key I'm afraid you are permanently locked out of your Apple ID - anything currently signed in will continue to work unless something disturbs the situation, but you cannot sign into a new device nor access https://appleid.apple.com to change passwords etc. If you have access in the future to your trusted device then you will be able to retrieve the situation when you have access, at which point you should generate a new Recovery Key.

 

However the wording of your post suggests that the device hasn't offered you the chance to enter the code from the trusted device, although possibly you do have it - I don't know why this should be since that and the password should be sufficient. You will probably need to contact Support if this is the situation but note that they cannot offer you a Recovery Key, you can only generate a new one yourself once signed into applied.apple,com.
