Ipad can not set on wifi

On my ipad Air2 the wifi is set off.   I can not put the wifi on , by sliding the button to the right.   It remains off.
I tried to do a reset of the network settings but  the problem persist.

What is there wrong with my ipad  ?    An ipad without wifi is like a pub without beer.
