Help PLEASE! IMAC 2009

My iMac's Bluetooth doesn't work because SIP was enabled after I updated it to Sierra. I tried accessing the boot recovery partition to disable it but when I restart and tried to go into reboot recovery it keeps showing a circle with line on it. Dont know what to do anymore, when i turn it on the keyboard and mouse doesn't work. Please help! I dont have any disc to reinstall original OS

In your title you claim you are running a 2009 iMac.

If that is true then that iMac is not capable of booting from the recovery partition and must be boot from the install DVD that was issued with it.
