On a Mac how do I make applications open at the...

I have a two monitor setup. Before the crash, I had my applications opening on the monitor where I wanted them. After the crash, I can't get that to happen anymore. From Sys Prefs, it looks like my secondary monitor has become my primary monitor, and I can't change that. Once I have move the app to the monitor of choice, I Save & Quit; then I reopen thinking that the location will change. Wrong! Could a *.plist file be fouled up? And when I Shut Down and startup again, it doesn't work either. Some apps remembered where to reside, and some never do.

I'm running OS 10.12.6, and my Mac is a Mac Pro (late 2013). I have 32GB memory, using 560/1TB storage.
