PDF editing problem in Notes in iOS 11

Since I upgraded to iOS 11, when I try to do markup (using Apple Pencil) in a multi-page PDF inside the notes app, the PDF refresh itself when I try to click the thumbnail at the side to switch page. As a result, all the markup drawing will be washed out (deleted) in that session. The refresh will also occur sometimes when I just try to scroll to different pages in the PDF file. It seems to me that the iPad do not have enough RAM to render the doc. It is very annoying as I have to save the markup by clicking "Done" at the top left corner which will result in going back to the notes overview.

I have been using the iPad Pro (first gen) build-in notes app since iOS 10 and this problem did not exist.

The PDF file is only 3-4 MB in size and I think iOS 10 handled it very well.

Does anyone is having the same problem and is there any solution for that?
