Is it possible to purchase Sierra now?

I need to purchase and install Sierra for a new system build. High Sierra is NOT an option at the moment.

It appears that Sierra has now been removed from the app store. Is it possible to get it from apple any other way?

I don't think so. You would have to contact Apple directly. There is a link on the App Store for support.
