Why cant i update to ios 11 on my ipad mini 2?

You should be able to upgrade to iOS 11. What error do you get when you try? If it’s a server issue, you ou might want to wait until the rest of the world is also not updating at the same time.

It just says that my ipad is up to date, the option to download ios 11 isn’t even there

Very strange. Try a simple Restart.

What iOS version is your iPad Mini 2 running, currently?

Didn’t work :( Still says the same thing. Anything else you think i should try?

Your iPad Mini is a 1st gen iPad Mini and NOT an iPad Mini 2.

An 1st gen iPad Mini 1 can't be upgraded past iOS 9.3.5.

The 1st gen iPad Mini's hardware isn't powerful enough for newer iOS versions.
