Any suggestions on how to make the blueprint ov...

I am redeploying iPads to new teachers teaching new grade levels this year.  I need to push new blueprints on iPads with a previous blueprint on them.  The new blueprint will apply, but the old blueprint remains with "shadowed" apps that indicate "waiting".  I am unable to remove these apps.  I hoped that applying a new blueprint would remove the old blueprint.  This is not the case. How do I remove the old blue print?  I had already restored the iPads to factory settings yet the old blueprints remain.
