Macbook dont start

I have a macbook with Sirra installed, it does not start up so I need to make a USB boot, but I only have a windows computer to happen Sirra with how do I do

You cannot make a Sierra bootable USB drive with a WIndows machine. What happens when you try and boot your MacBook? Have to tried booting with the Command + R keys held?
