Someone created an apple ID with my secondary e...

I woke up to a bunch of emails on my gmail account (my actual email, which I use for my own Apple ID, is a yahoo account) saying someone with a Chinese name (I am not Chinese) set up family sharing and a new Apple ID. It was also used to sign into an iPhone 6, which I don't have. I've already changed both passwords so I'm not sure if I even need to do anything else. However I can't sign in to the Apple ID because it's asking me to set up security questions and then the page just hangs on "loading" after I set up the questions and hit next. I just want to delete this new Apple ID, I don't need a second one, and if possible bar it from being used as one in the future.

The offending email address in question is the one which I used to sign up for this forum account.
