Signed out of icloud on my iphone, playlist erased

I signed out of icloud on my iphone 6 plus, for reasons that aren't important, and signed straight back in - and I found that the playlist folders downloaded again to my phone straight away, but I had I had to manually download the actual songs into the playlist folders. It took ages, really irritating. What do you do to prevent that happening when you sign out of icloud on your iphone?
