I have got an iPad mini 32GB .I recently update...

My device memory is just half  filled and I have only installed 11 apps .The problems started after updating .Lag is not observed when locked

Have you done any troubleshooting at all? I don't see how lag could be seen when the device is locked. When it is locked, it isn't being used.

Start with a forced restart and see if this makes any difference at all. To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo. 

If that doesn't help, you could try erasing the device (after backing up) and then activate it again and restore the backup. However, before you do that, post back with any steps that you have tried to fix it and explain in a little more detail what you are experiencing.
