ringtone using iTunes

hi guys,,, i have no idea why apple consists to make it so difficult for their users to make a ringtone for their iPhone ,, anyway it would be appreciated if anybody help me here cause i have tried to reach out for a solution since early morning with  no chances,, first of all i am using the latest iTunes version on my mac and i have tried 100 times to find where is the Tone from the left gone,, also with no chances cause its not even there under Preferences>General,,, so i want really easier way to make a ringtone for my iPhone,, and the second problem is that even when i tried to convert the mp3 file into AAC and then rename it through show in finder option to m4r, iTunes even didnt open the file despite that i have deleted the file after i converted to AAC,, i'm suffering over here guys,,, please help me ,, many thanks 

The tones section was removed; see: Changes in the new iTunes - Apple Support.

You cannot create tones using iTunes. You can either buy tones from the iTunes Store, or if you create tones from another source, you can add them to your iPhone if you manually manage your content: Manually manage content on your iPhone, iPad, or iPod touch using iTunes - Apple Support.
