Apple Watch Bluetooth Pairing

My bluetooth headset only pairs automatically with my apple watch approximately 1 in 10 times. The other times I need to put my watch in airplane mode, then take it out of airplane mode, before the headset will pair. The headset pairs with my iPhone automatically every time. even if i put my iPhone into airplane mode first (so the headset does not pair with it), I have the same problem. Why is this happening? What can be done about it?
