Manage photos to free up storage

My Macbook Air storage is full.  18GB are taken up by photos.  I want to store them all in iCloud or whatever will allow me to access them on all my devices, and not store any or only a few on my Macbook Air.  iCloud is turned on already, but I cannot remove them from my Macbook Air without deleting them entirely.  And if I turn off iCloud, I cannot access them on the Macbook Air.  How do I remove them  from storage on my Macbook Air and still retain them in iCloud????  I haven't found any solutions on Apple support for this, it's ridiculous because there must be an easy way to accomplish what I want to do.  Thanks for any solutions you all might have to offer! 



iCloud Photo Library is a syncing service -- not a cloud-only storage service. Any photo you delete from a device where iCloud Photo Library is turned on will also be deleted from iCloud and from any other device connected to that iCloud Photo Library. You can potentially reduce the storage space required on a device by turning on Optimize Storage. See: iCloud Photo Library - Apple Support



Also note that if you are looking for cloud storage for photos you may want to investigate Google Photos.
