iCloud Windows 10 1703 Outlook 2010

I've been using iCloud on Windows 10 with Outlook 2010 since about February 2016 with no problem.  But after the recent "Creator's Update" (1703) Outlook started complaining that it couldn't open the iCloud folders (but I could still right-click the iCloud icon in the system notification area and either Go to iCloud.com or Open iCloud Settings).  I logged out of iCloud, removed the iCloud add-in from Outlook, uninstalled all Apple products, restarted, downloaded the most recent iCloud and iTunes from Apple, installed them, and restarted.  The add-in was reinstalled in Outlook, but now when I right-click the iCloud icon in the system notification area and select Open iCloud settings, nothing happens - no window allowing me toturn on or off the various sync options.  Any ideas what to try next?
