Can't get iTunes to work. I get the same error each time I try open. I have uninstalled iTunes and re-installed with no luck. Any help with this error would be appreciated.

I was having the same issue. Apple Support doesnt have the answer because its a emerging issue currently.

Uninstall itunes according to this KB article

Remove and reinstall iTunes and related software components for Windows 7 and later - Apple Support

Go to the link below and download iTunes 12.6.2.20 for Windows, install, bam issue resolved.

The problem is in the system settings of time zone, it can be solved by replacing your time zone to another, which has the same difference from UTC +00:00. Example: change UTC +07:00 Barnaul, Gorno-Altaysk to UTC +07:00 Novosibirsk.
