Siri only speaks in English on Apple Watch Seri...

I've recently bought the series 3 Apple Watch, which is supposed to have the new functionality of Siri speak.
If Siri is set to English on iPhone, it speaks on Apple Watch. However, if Siri is set to Chinese, which is my preferred language for Siri, it doesn't speak.
What's interesting is, Siri on iPhone actually speaks back. It's only muted on Apple Watch. Could someone please help? Thanks.
