iCloud pic displaying Jpeg box

When icloud transfers a photo from my iPhone to my iPad the pic shows as a grey box with the the word JPEG. See below.

If I click on the image the photo opens in full size as normal.

anye know whas,going on and how to fix. Has only randomly started happening.
