New music will not sync

I've been having an issue with iTunes for the last month or so. Every time I plug my iPhone into the charging cable, it will repeatedly disconnect over and over unless I either: switch the port that the cable is plugged into (none of them are faulty to my knowledge, I have tried all of them and plugged my mouse into them all as well) or take the lightning connector out of the iPhone and flip it to the other side and plug it back into the charging port. (I have purchased at least 3 brand new charging cables to see if this is the issue, I do not think it is.) This will usually remedy the issue I guess, but for the last 4 days or so, any music that has never been on the iPhone before will just refuse to be added. If I delete an album that is on the phone, and manually add it to my iPhone it will be added. If I add an album to iTunes that has never been on the iPhone before, it will play fine and etc, I have tested multiple albums to make sure they all play properly, and try to manually add it to the iPhone, it will go through the usual 1-3 steps for syncing or whatever if I haven't synced recently, and then go through "Updating files" and "Preparing to copy items", and then it just stops. It will flat out refuse to copy anything that hasn't existed on the iPhone before. I tried to fix this last night, by updating my iPhone to the newest iOS. Didn't fix anything. Next I backed up my iPhone and factory reset it, and it decided to copy stuff last night, but when I woke up and tried to add some new stuff, it went through the same stuff before. I'm not exactly sure what the issue is, and if your solution is to get a new iPhone, I'm almost certain my warranty has expired because I had to trade in my last iPhone that got stuck in a reboot loop for a new one using my warranty. iTunes and the iOS on my phone are all on the latest versions, and my iPhone is not jailbroken or anything like that.

If you are using iOS 11 then your iTunes on the PC must be version 12.7 (or 12.6.3.6 if you don't like 12.7).
