IPhotos keeps re

I keep having the issue where I log into Iphoto and it uploads all my pictures again.  I read on other threads that it can be due to restoring or switching drives but I'm not doing that.  It is disappointing because I have 200GB in just photos so it takes it a week to restore.  After a week it is resolved but then a week or two later, it will start the process over again.  The only thing I could think of is I have my iphoto DB on an external drive but I have not moved it since the beginning.  Anyone have any thoughts?
