Can't install apps and games from app store

Greetings, I'm having a serious and frustrating problem with the App Store. Every time I try to download a game or an app, the app or game gets downloaded until the end when it's about to install and then instead of installing the app or game, the download bar goes back to square one (back to the 'Get' button). I've tried download a variety of apps during the past week and none of them gets installed, instead I keep wasting my wifi bundles trying to redownload. What's causing this and how can I fix it? I even created a new Apple ID to try to solve it but it ain't working. I'm using iPad Mini WiFi, 16Gig running iOS 9.3.5
