Apple Classroom 2.1 not able to create new class

We have Apple Classroom 2.1 on iPad Pros.  The school has an MDM server and the iPads are managed with base classes created in the MDM.  Classroom 2.0 or greater is supposed to have the ability to create a classroom "on the fly".  I have seen videos of the "create new class" button, but none exists on our devices, only the ability to have classes created by the MDM.  Any guidance would be helpful, but about ready to call Apple Education support on this one.
