Updating from 9.5 to 11

I have an ipad that has ios 9.5 But I want to update to ios 11.  Itunes says the current software is up to date.  What do I do?

The 2nd and 3rd generation iPads cannot be updated beyond iOS 9.3.5. See the following from iOS 11 - Apple for a list of iPad models that can be updated to iOS 11:
