Windows iCloud: Problem with Upload photos and ...

Windows 10.

iCloud with Photos enabled and all Photos sub-options enabled.

Here are the steps I'm trying to upload a .jpg to iCloud Photos:

• In File Explorer, select iCloud Photos
• From the options just below the toolbar, select 'Upload photos and videos'
• In the 'Upload to iCloud' dialog, navigate to the folder with the jpg.
• Select the .jpg
• Click 'Open'
• The dialog ends
• 
  
• No messages or errors are received.
• The .jpg never appears in the Uploads or Downloads folder of iCloud Photos.
