Thanks for visiting the Apple Support Communities and asking about your photos not syncing with iCloud. The sync will take time depending on your connection and how large your iCloud Photo Library is. If this has been working for more than 24 hours though, please check everything is set up as described in this help article: Keep your photos safely stored and up to date on all of your devices


Also, ensure you are using the same Apple ID on your iPhone as the one with your photos in iCloud. You can log in to iCloud.com and verify the photos. You may also need to turn the iCloud Photo Library slider off, and then back on to get everything syncing over again. You can find this slider described in the article above in the section titled "Turn on iCloud Photo Library".
