is it a 45 watt power charger for the macbook air 2013, possibly operating system ios 8

i tried a bought 60 watt and did not work

The MacBook Air 2013 shipped with a 45 watt MagSafe 2 charger (see Find the right power adapter and cable for your Mac notebook - Apple Support ) but the 60 watt MagSafe 2 charger will work just as well. If it didn't work for you there is something wrong with the charger or with your MacBook Air.

Yes, it is a 45 watt MagSafe 2 power adapter.

A 60 watt will also work, so if it didn't, there is something else wrong.

iOS is for iPhones and iPads. OS X or macOS is for Macs. Go to the Apple menu > About This Mac to see what OS you're running.
