I believe I have an iPad 2 which it says somewhere that the newest upgrade would work on an iPad 2. My iPad is under Wi-Fi but I’m not hooked up with my provider for Internet. Is this why I have not received a way to get the new system on my iPad? Also, although these new systems have a lot of new perks, most of them I have no idea what to do with, on my phone, Also when I upgraded to the new system,  A few of my liked apps that I would use  I am no longer able to be used. I really hate when that happens!

if you have problems updating over the air you may have to connect it by usb cable to a computer with iTunes and update it using that Update the iOS on your iPhone, iPad, or iPod touch - Apple Support

Do you have an iPad 2, or an iPad Air 2?  If you just have the iPad 2, then you are not able to update because it's not available on your iPad.  The latest iPad (5th Gen) is the only supported iPad version.  Otherwise if it's iPad Air or Air 2 then it will also support it.  iOS 11 is 64 bit, and if your device is 32 bit hardware, it's not going to be able to support iOS 11 and therefore you will not get the ability update.
