iCloud photos not recovering

I'm using an Acer laptop with Windows 10 if that helps and my phone is an iPhone 5S running iOS 9.1

iCloud is deleting photos I haven't selected and moving them into my recently deleted folder. I know I have not deleted these photos, they are of my now dead Grandmother. When I try and recover them the picture disappears then appears in my recently deleted again and doesn't show up in my all photos, what can I do?

I have tried saving them to my laptop but they are really small and bad quality.
