set default printer guest account

Running multiple macs on campus, using Guest account in Yosemite 10.10.5.  Can change the default printer to a defined printer, but, after a restart, "the default printer" always returns to Last Printer Used. 

Tried logging in as admin and changing settings, default printer, but once you restart the computer the default printer always goes back to "Last Printer Used".
