New HD+Time Machine=Still won't boot

I was having problems with my second computer.  It would get to the load screen with apple and progress bar, and never complete.  I used recovery mode to erase/reinstall OS, but still had problem. I installed a new hard drive, and used the time machine back up drive from my first computer, and I am still having the same problem.

If it's not the hard drive, what else could it be?
