How do I import music from my ipad to the itunes library on my pc?

The easiest way I have found is to connect your iPad to your PC with the iTunes app open. He will see your iPad in the top portion of the left-hand column. Click on it and tell your PC to save your iPad files.

The feature in iTunes can be found under File > Devices > Transfer purchases from {device}, however it only works with iTunes purchased content. The link above describes how to recover everything.
