what is the "error code -60002"

When are you seeing this error? {running MacOS, at power-on, during Apple hardware test, using recovery, something else}?

I tried to change the privilege for one folder on my external drive, and when I click the system symbol to apply the change, this error code occurred. So I couldn't make the change.
