mapping an app to Mac apache

Hi I'm trying to map apache web server that comes with Mac OS to eclipse IDE.

before doing that I need it to work. I did a sudo apachectl start

but when I go to localhost:8080 I get a cannot connect to server.

Then I went to the terminal and hit start again and I got this:

/system.library/launchDaemons/org.apache.httpd.plist: service already loaded

I searched through the system/library directory and found couple of confusing folders that I hope someone can clarify to me the differences

system/library/perl/5.18

system/library/perl/extras/5.18/

system/library/perl/extras/5.18/darwin-thread-multi-2level/apache

system/library/perl/extras/5.18/darwin-thread-multi-2level/apache2
