Apple Music: Music Won't Download

Whenever I go to download a song from my iCloud Music Library, the circle just spins and nothing downloads. This has been happening for days and I don't know what the issue is. I've tried signing out/in, turning iCloud Music Library off/on and resetting my network settings. Nothing has worked.
