Not all songs from playlists shown under songs ...

I recently opted into apple music to play my favorite songs from everywhere.

Therefore I subscribed to some playlists provided from the store and created some by myself.

I expected to find all songs from the playlists under songs in the library.

On some day I would not use a specific playlist I would just shuffle play all songs.

But this will not work because not all songs from playlists are to find under songs in the library.

I could not find out any pattern why some songs are to find under songs in the library and why songs are not find there.

The list of songs in the library is the same on any of my two installations of iTunes on Windows PC as it is on my iPhone 6s.

Is this behavior intended?

Is there any other way to shuffle play all songs?
