iCloud Photo Library and sign back in. Ar...

The last three times I've restarted my PC, I've gotten a window that says:

iCloud Photo Library Corrupt database. Please sign out of iCloud Photo Library and sign back in.

I can still log into iCloud and open my windows, but are my photos files corrupt & if so, what can I do?

I have an iPhone5 and an iPad Mini2

My PC system specs are:

Windows 7 Home Premium

Service Pack 1

System

Manufacturer: Dell

Model: Inspiron 660

Processor: Intel(R) Core(TM) i5-3340 CPU @ 3.10GHz

Installed Memory (RAM): 8.00 GB (7.87GB usable)

System type: 64-bit Operating System

As you can see, I do not have the latest gadgets!
