Why can I not see iCloud files in the files app

Everywhere it tells me how easy it is to see my files on iCloud. I have tried the Website, the iPad settings and the files app. The files app tells me I have 0 files and 2.3gb left.

If/when you look in the Files app, go to Locations > iCloud Drive > are you seeing any files in there?
