Bloated Photos Library

I'm having trouble syncing my iCloud Photos library after being told by support to sign out and sign back in to iCloud. My iCloud account says my photos and videos use 29gb, my Photos Library on my Mac says it's 89gb. I made no change other that to sign out and sign back in to iCloud. I have 2600 photos in the library, and 64 videos, and no video is longer than 2 minutes. What might I do to fix this?

Is your question about syncing the Mac to iCloud? If so what exactly is the problem with syncing

This is generally bad advice and should only be done as a last resort since it triggers a new total upload of your library to iCloud which is slow and can require upgrading your iCloud storage temporarily

Where are you finding this 89GB number?
