I purchased a new iPad Pro to replace an older iPad. Both have been updated to IOS 11.0.3. I notice that iTunes no longer lists the apps. I had deleted a couple of apps from the iPad to free up space and now want to download them onto the new one. Apps use to remain on the computer to be reinstalled. Is this something new that I don't know about?

There were major changes in the 12.7 update of iTunes. iTunes is no longer used to manage apps. See: Changes in the new iTunes - Apple Support
